To me, her hair looks like a cross between Rachelle Lafèvre's hair in Twilight, and Hayley William's colour in Decode and recently/when it's red. (She changes it alot.)Rachelle as Victoria (and it's hard to find pictures of her as Victoria, not as herself):

The first time I saw this cover, I IMMEDIATELY thought of Rachelle. I think her whole face looks like she could be related to her. It's crazy, but I do like the cover.
